Te Hā Noa is turning Victoria Street into a green link across the city centre, joining Victoria Park in the west to Albert Park in the east. Six traffic lanes are being reduced to two. The space that frees up goes to wide footpaths, a protected two-way cycleway, shade trees, native planting and gardens that treat stormwater. The street is opening in sections. Elliott Street to Queen Street opened in November 2024, with about 900 plants and water patterns etched into basalt paving. Lorne Street to Albert Park followed in May 2025, and the cycleway from Federal Street to Queen Street opened in August 2025. Public art runs along the route, including Horotiu, a 7.2 m bronze eel at the Queen Street corner. The final Stage 1 section, Queen Street to Lorne Street, is due in late 2026.
