Christchurch Men's Prison at Templeton is the South Island's main high-security prison. Many of its buildings are old, seismically weak or unsuited to modern health and rehabilitation services. Phase One is the first stage of rebuilding it. The new buildings include a 240-bed high-security unit and a 52-bed Intervention and Support Unit for prisoners with serious mental health needs. There will also be a health centre, a receiving office, a property store and supporting infrastructure. The project is a public-private partnership: it is financed and maintained privately for 25 years, while Corrections runs the prison. Financial close came on 22 July 2026 with a $440 million design and construction value. Up to 600 people are expected on site at the peak, and construction is due to finish in late 2029.
