35 Graham Street is a new office building on the old Auckland Council service centre site, on the ridge above Fanshawe Street. It keeps the 1962 BJ Ball Building, known as Paper House, and its Milan Mrkusich mural. The building is scheduled as heritage in the Auckland Unitary Plan. New office floors rise around the heritage building. A glazed entrance gives a view right through the site, from Graham Street to the Viaduct Harbour. The latest plans show up to 11 levels and about 24,600 m² of floor space over a two-level basement car park, with wellness and end-of-trip facilities, conference space and a cafe. Demolition of the rest of the old building began in June 2025, and completion is forecast for early 2028.
